Introduction – Operational Guidance
Through written policy guidance the board gives the organization structure and operational guidance. clarifying roles and responsibilities, setting policy to guide operations, and directing the ongoing day-to-day work of the staff.
Most of the activity on which boards habitually focused their attention involves the operational work performed by district staff, and is described in the domain of operational guidance. This includes most of what are considered traditional board policies, including those which execute state-mandated policies and which tend to direct staff work in considerable detail.
